rollback-to config lc command

simple rollback-to config lc

The above command does not really do anything since the rollback to config for LC nodes is not implemented in Puppet (and is not really required). The LCs can jump directly from install stage to pre_deploy_step_1. After performing the command, the check-stage config is going to list all LC nodes as outliers. Shall we just document this or add a redundant config stage for LCs. @litmaath what do you think?

If that one command has no effect, we can just remove it (and its footnote) from the table?
